Although legal novices may find it difficult to digest 454 pages of federal statutory law, some readers will find this book to be a useful resource. But, some may also wonder why the publisher neglected to find a current or former federal legislator or staffer to at least attempt to clarify some of the confusing aspects of the legislature's intent and/or lack of coherent intent.
